In Fall 2019, graduate\nstudents in San Jose State University\u2019s Master of Urban Planning program,\npartnering with CommUniverCity and the City\u2019s District 5 office, conducted a\nseries of outreach events in the communities adjoining this corridor. This\nincluded \u201cCaf\u00e9 y Communidad\u201d events as well as a student-organized open house, with\nthe goal to assist the community in creating a new vision for future\ndevelopment in this area.<\/p>\n\n\n\n<p>Building on the previous semester\u2019s efforts, a\ngraduate student team in Spring 2020 focused on the amenities and neighborhood\nimprovements that are important to residents, with the purpose of developing a\ncomprehensive list of potential amenity investments for new developers.<\/p>\n\n\n\n<p>The first phase of the project included a\ndemographic analysis using Esri\u2019s Community Analyst software, site visits, a walking\ntour, and the development of posters highlighting specific themes derived from this\nresearch. Representatives from the local non-profit SOMOS Mayfair and the\nSchool of Arts and Culture at Mexican Heritage Plaza led the walking tour along\nthe Alum Rock corridor and through the surrounding neighborhoods. <\/p>\n\n\n\n<p>The second phase focused on community\nengagement and was critical in understanding the opinions, priorities, and\nconcerns of residents to help determine the amenities that may be most\nbeneficial and impactful. The initial community outreach plan for this project\nincluded a survey and multiple focus groups with seniors, businesses owners,\nyouth, and parents. Due to COVID-19 and the shelter-in-place order, the graduate\nstudent team pivoted engagement methods to remote video sessions and one-on-one\nphone interviews. The residents suggested a number of amenities and\nimprovements to help mitigate these concerns including more family-oriented\nparks and open spaces, youth programs, street safety improvements, improved\nstreetscapes to promote walkability, more grocery stores, and\nbusiness-supporting amenities. <\/p>\n\n\n\n<p>The community engagement findings and\nrecommendations were synthesized into a final report that will be shared with\ncommunity stakeholders and Councilmember Magdalena Carrasco\u2019s District 5 team.\nA notable aspect of the report is the visualization of form-based codes that\nthe city put into place to support the development of an Alum Rock Urban\nVillage. The city planners who collaborated with the graduate student team\nnoted that the current form-based code document is heavy on text and short on\nillustration, and full of complex technical terms which can lead to confusion.\nIn response, the students developed a user-friendly set of graphics to\ncomplement the legalistic text. These graphics aim to help readers visualize\nhow the form-based codes could affect the look and feel of buildings and\nstructures within the Alum Rock Urban Village.<\/p>\n\n\n\n<p>The finished report will be available on the\nwebsite of San Jose State University\u2019s Urban and Regional Planning program in\nAugust at sjsu.edu\/urbanplanning.<\/p>","protected":false},"excerpt":{"rendered":"<p>The Alum Rock Avenue corridor is located approximately two miles east of downtown San Jose.
